First, create the locomotive. Make it be powered by steam. You put in five coal lumps and five buckets of water are added. The locomotive will run for a certain number of blocks before it needs more. Add a water spout and a coaling chute to refuel it. The locomotive automatically stops at these. The locomotive can run as fast on regular rails as a minecart on a powered rail. If you craft high-speed rails using gravel and rails, then it can run twice as fast. Signal rails cause the train to stop if they are unpowered and continue running if they are. If a tender is placed behind the steam loco it can carry five extra buckets of water and five extra coal lumps. The steam loco, when placed, has a caboose appear with five blocks in between. Thus, you can place five minecarts for it to pull. Should something get hit by it on high-speed rails, it will be badly injured. If it is killed, then the death message is "<whatever> saw tracks but didn't think train". Add in two-digit number boards on the loco and trackside scanners. The scanners can be calibrated to read the number board, and will produce a redstone signal of 15 if the proper board is found. If trains collide on high speed rails then there is an explosion. The caboose is crafted with wood and a minecart and the loco with a piston, a blast furnace, and a minecart. If you sit in the loco, you can finely control the speed of it. Also--make the loco and the other minecarts have a spot where you can write your railroads name.
