The trident currently is not the best at dealing damage. It's only damage enchantment makes it only really viable in water. To give the trident more viability even outside of water, but in a way that doesn't simply replace a sword + bow combo, I propose a new enchantment that plays into the tridents throwing mechanics and is incompatible with impaling:
Exacerbate (4 levels): The longer the Trident travels, the more damage it deals. To signify the amount of damage it deals it will have an animation similar to the effect of riptide around it while it travels. The more damage the trident builds up, the more intense that animation becomes. It could have the following damage increase:
(Level 1): +1 damage every 8 blocks
(Level 2): +1 damage every 6 blocks
(Level 3): +1 damage every 4 blocks
(Level 4): +1 damage every 2 blocks
Since the trident is both a melee AND ranged weapon, the melee attacks will also deal more damage based on the distance from which you hit an enemy. The closer they are, the less damage will be added to the 9 base damage. The increase could be the following;
(Level 1): +1 damage at max range
(Level 2): +2 damage at max range
(Level 3): +3 damage at max range
(Level 4): +4 damage at max range
I believe this could make the trident more different from other ranged weapons. It makes sense that a weapon that takes longer to return the further you throw it, also deals more damage. It makes having a bow and trident at the same time worthwhile in combat.
