Add Enchantable Tag

In the current snapshots, when creating custom enchantments for items that can't be enchanted via enchantment table in the base game (for example: a stick) player can't see the enchantment listed in the enchantment. For data pack creators, it would be beneficial to add to add a "enchantable_in_encantment_table" item tag that would control if the item lists enchantment applicable when put in an enchantment table.
