Snowy coverage

When a snow layer is created on a grass block that has grass or other plants on it, the snow layer is placed with the foliage, now tinted a white colour, in the same space.
This makes snowy biomes look more natural with snow-covered plants without the patches of green out in the open.

The same goes for fences, stairs, slabs and most non-full blocks. The first layer of snow can overlap most blocks. The texture of these blocks themselves can have a layer that can toggle when it's in a place with snow falling. Giving them the appearance of snow covering the tops of these blocks.
