Enchantment progression balance

I suggest that the enchantment table should be obtainable after beating the Ender Dragon. This gives more value to enchantend books gained from exploring, fishing, mob loot, and Villager training, before entering post-game. A simple way to implement this would be to add dragon´s breath to the crafting recipe for the enchanting table.
