The fact that Ominous Bottles are dropped with a random level from 1-5 can be kinda frustrating when you are hunting for a high-level raid, but can only get the weaker effects. Pillager parties aren't always easy to find, so if the the last four parties you've found only dropped lv. 1-2 Ominous Bottles, that's potentially a whole afternoon wasted.
The solution is simple: Allow Ominous Bottles with the same level be combined in order to level up, similar to how you can combine enchantments. So, OB I+I makes an OB II, OB II+II makes an OB III, etc. You could do it in the inventory, or in an anvil like with enchantments, or since it's technically a potion, you could even mix them in a Potion Stand. You might have to make it so only one bottle can be upgraded at a time in that case, though...
