In the latest snapshot, 24w18a, enchantments were completely overhauled to be data driven, and this new system even supports custom enchantments. I've played around with it for a few days now and I got to say that I love how powerful the new tools are. I can only think of one addition to make it better, and that would be the ability to specify a damage type for weapons and projectiles. My current idea is a sort of ice sword and bow enchantment to match, which would deal a custom 'player_frost' damage when used. I might be able to achieve something like ice arrows with the run function effect, but that's only if there's a command to change the damage type of a projectile entity like an arrow, and that still leaves the sword and maybe axe... I just hope for a supported way to achieve something like this with enchantments.
