Minecart update

Adds new minecart related features including: Minecart tiers with each one being faster up to netherite which will be faster then an elytra . also add new ender rails which teleports minecarts to any other linked end rails But the minecarts teleports has a 1 minute cooldown. another feature could be adding furnace minecarts back in. also adding rails such as cross rails and rails that give the rider a potion which is predefined by the potion that is put in using a UI. here are some other minecart ideas: minecart with crafting table, minecart with shulker, minecart with rail place (requires rails to be put in) minecart with rail breaker, minecart with redstone block, long minecart (holds two entity). also please make it so if you right click a minecart with a chain you can link them together!
