You put a enchanted item in this "machine" + a book, and in return it will give you the same item but it's enchantment has moved onto the book and gone from item. If the item has multiple enchantments it will only transfer the first one to the book. This block/machine could take like 1 or 2 Experience Points from the player for the action it has performed.

    This already exists. It gives you XP, and it's called the Grinder.

    It already exists it called a grindstone

    However, the grindstone does not give you the enchantment back as an enchanted book.
