I know it's very late to be asking, but 1.21 seems very adventuring centric, like 1.20. In a recent update, Mojang removed horses in boats from Bedrock Edition. What if, we had sailboats instead, that had slightly bigger hitboxes so that horses and other big mobs could fit in them. There doesn't have to be a wind mechanic. They could just have a constant speed they moved forward at (unless they were tied to fences, another thing to add to Java, or running into land) and be steerable by the player, who could speed them up by putting stuff in them. It would fix the horses in boats issue that people have been complaining about and add sail boats, which people have wanted for ages.
