To be clear, I'm criticizing the change to blocking 100% of damage but having durability from reducing damage but no durability. Dying the armor is cool, I love that change.
1) Relying on scute to maintain your wolf discourages adventure
Needing to pack scutes makes the "healing" material unobtainable in most areas. If you're anywhere except a savannah then the only scute you'll have access to are the ones you bring with you. The old armor enhancing the already existing HP kept the healing material as meat, something players will likely already be carrying and can be very easily obtained in basically any biome. Even rotten flesh gains a niche use in being so common and being able to heal wolves. The scute you have left in your inventory become a countdown timer to when you'll need to return home.
2) Using scute to "heal" is a downgrade from previously using meat.
The old armor enhancing the base HP made it so the same process of healing your wolf is made more effective because the HP you heal now has more value. The change to all being durability means you have to repair the armor as much as you would need to heal if the wolf had no armor. It doesn't feel like an upgrade, only an awkward safety net.
3) Conflicts with being able to dye the armor.
Admittedly a minor point. Being able to dye the armor is cool, but with the armor inevitably breaking makes it a little less worth the effort. While it's not a huge cost, it does sour an otherwise really cool mechanic.
