Yes, I know that the ideas that end up entering the game have to meet certain standards so as not to do anything too crazy, and that in the April Fools' updates those laws are probably ignored.
But still, with certain changes to not completely break certain aspects of the base game, the Poisonous Potato Update could play a pretty decent role as a 1.22 update, or at least many of its concepts (The mechanics of its boss, the hook, an ignorable dimension made as a joke, etc).
Especially since, at least from the community, I haven't seen many people demanding consistency with the updates, but I have seen many praising the incredible work that the April Fools Update has behind it.
So (similar to what Terraria does, for example, putting modern, medieval and magical things in the same world without worrying about the sense in that) to detach from the not so requested coherence to be able to do more fun and crazy things would be a decision that could be quite nice for the game (and maybe also for its team of developers).
