Minecart rails update

New and updated rails:

1. Powered rails can have different speed levels. Similar to changing note block pitch, the player would be able to right click the rails to change speed, ranging from 1 bps to the default speed of 8 bps.

2. Brake rails. Similar to my suggestion for powered rails,  there would be new brake rails that when the minecart runs over it, the speed would decrease to the set speed (ranging from 0 bps to 8 bps). If the minecart is traveling slower than the set speed then this block does nothing.

3. Moderator rails (not the best name, feel free to change). These rails are a combination of powered rails and brake rails. If the rail is powered then the rail speeds up the minecart. If unpowered then the rail stops the minecart completely until powered again. This would be good for redstone systems that use minecarts as it lets the player control where minecarts are and stop them bumping into each other causing the system to break.

4. Breaker Rails. This one's simple. It breaks the minecart into item form when the minecart runs over it. Just a bit nicer than ramming it into a cactus.

    I agree with all of this except I think the best and most vanilla way to change rail speed would be to give it a different redstone level input.

    So an input of 1 would be a very slow speed while an input of 15 would be a high speed.
