Custom capes as an addition to custom skin textures

This would involve extending the dimensions, or modifying the arrangement of custom skin textures (again) to dedicate spots for a custom cape and elytra design.

The cape options in the skin settings could be changed to "Off", "Official" and "Custom". People will still have the choice to care about capes, show off their limited-event capes, and would have more creative outlets. 

This would not simply involve unique capes: players could incorporate a variety of long hairstyles, scarves that ripple, fantasy wings of their choice, sheathed weapons or tools, backpacks, and significantly more. 

This would not be a feature that inhibits natural creativity or can already be done; it would be an extension that would synergize with the previous addition of the jacket layer. 

Any offensive creations as a result of this feature can be reviewed and banned with the currently integrated in-game report system.
