PLEASE MAKE /tick PERMISSION LEVEL 2!!!!

As a very inexperienced datapack creator, I wanted to make a time stopping datapack but found that the /tick command is a level 3 permission, and since functions only have level 2 capabilities, I cannot use it. Please change this ASAP!
