This block would not give off any light. It's not a colored lamp and has no effect on light levels.
I envision this looking similar to concrete but with a redstone feel. Unpowered the underlying color would be a black'ish gray with a hint of pixelation and a redstone "frame". When powered the underlying color is solid with no pixelation. It would also appear to glow in the same way that glow ink works on signs but not be quite so bright.
Block color when powered depends on the power of the redstone signal with which it's powered. On/off and color changes trigger observers. Readable by comparators but only gives off a redstone signal unaided if directly powered with a repeater. Activates instantly but takes 1 tick to turn off. If powered directly it will power adjacent blocks but decrease in power by 1, changing the color.
Recipe would be one white concrete powder, 3 redstone dust and a glow ink sac, arranged like a diamond with the concrete powder in the middle and the ink sac at the bottom. Yields one.
Use case would be as a status indicator for a farm or redstone machinery. They'd also look great in builds - Murals that change or animate, color wave walls/floors, any cyberpunk or modern build, underground builds with background walls that mimic the color of the sky on the surface throughout the day, PvP arena walls could change color based on how much time is left or even the score.
Somewhat similar to this post but with more details and it's not a light emitting block.
