This is a huge gameplay problem.
Have you ever seen a "Hardcore" Video where a YouTuber will be playing Hardcore Mode, but has 5,679,128 totems on hand at all times? This completely defeats the purpose of both Hardcore and the Totem, and trivializes the mode to make it survival, but I have to hold a golden thingy at all times. However, I wish to propose a balance for this.
When you fight in a raid, the raiders have special data that allows them to drop armor. this same logic should be applied to Evokers to remove the Totem of Undying from the Raid loot table, Perhaps replacing it with another useful item, like golden apples, while still allowing Mansion Spawn Evokers to retain their unique drop. This would finally make this "rare" item actually rare, and halt this stupid hardcore "I built *insert stupidly large thing here* IN MINECRAFT HARDCORE" trend, instead allowing genuinely well thought out plans to flow back into the Minecraft Community.

By making the totem rarer, it allows people to feel accomplished when they find one, and ceases the endless flow of garbage in the YouTube scene by stopping the undying flow of life that "Hardcore" Youtubers have, ending the pressure to make megabases all the time, because there will only be so many deaths they can take. Also, according to the Minecraft Wiki, Mojang said that Raid Totems were a gameplay flaw. This fixes that.
