Toggleable lights

More light blocks should be able to be turned on and off:

The Jack o' Lantern, Lantern, Soul Lantern, Torch, and Soul Torch should be able to be lit and extinguished like candles (or campfires).

The End Rod, Sea Lantern, and Froglight should be turned off while powered by redstone. Although these blocks are the ones where that makes the most sense and would be the most useful, this could also apply to more blocks, such as the Amethyst Cluster, Glow Berries, Glow Lichen, Glowstone, and Shroomlight.

Finally, the copper bulb should toggle on/off when right-clicked. Put together these changes to light blocks would give players much more control over lighting and add more interesting interactions to the world.
