windcharge launches elytra

windcharge can be an alternative to launch player with elytra from fireworks. you could make it to where anytime throwing one with an elytra equipped will automatically propel the player the direction they're facing from the ground, instead of forcing them to already be in mid-flight. but this could be annoying, so maybe the player has to be crouched or something instead. It should be equivalent to tier 3 fireworks or even stronger, since it's fairly hard to obtain
