I know Mojang is trying to keep the community satisfied by not nerfing it, but I think it should be acknowledged it is very unfair for PvP, therefore I have found a solution that could satisfy both sides.
I think with feather falling and with wind charges negating all fall damage (even if used to jump), there is very little risk for using it and next to no punishment for missing. If by holding the mace you would take double (or more) the fall damage, since it's so heavy, and all wind-charge-fall-damage negation was removed (while holding it of course), and only by hitting a player you negate like 90% (or more but not 100%) of fall damage, it would be more balanced for PvP. And to top it off, if blocked by a shield the player holding the mace takes the fall damage he would if they were to miss (maybe this happens already ?). Not sure if it is fixed in the latest version, but shields should also block hits from where you are looking at and not where your body is facing. I'd love to see a (new) item though, that does all these things in a different way, eg. dripstone somehow. As a (former) PvPer and an expert at general minecraft, I think it would be sad seeing only the survival players satisfied. Can we have an item that is not nerfed by servers intentionally but actually balanced already? If the mace doesn't change, PvP will require WAY less skill, with a bit of practice anyone can get too good at it.
