Alter rail preferences/allow us to control rail direction fully.

This is a simple change but would make special rails more applicable. At present, powered, activator, and detector rails prefer to face north-south, and will connect to adjacent north-south rails over east-west rails. This is frustrating and unintuitive, and makes rails less useful in builds, particularly Redstone machinery.

Simply making powered, activator, and detector rails behave as normal rails do, but without the turning, would allow rails to be more widely used, and I can't think of any downsides to a simple change as this.
