The hammer is well known to be an endgame item that when used at a large height can basically one shot anything in game and the drawback can be heavily managed with an elytra so my suggestion is that after 32 blocks of height the hammer starts to cause an effect called “recoil” that causes your character to shake for the duration like a cartoon character that’s just swung a hammer at an object that didn’t break.
This effect would slow how fast you can place blocks, your characters swing speed for all tools, and how fast they can move and other interactions so that using the hammer doesn’t become too over powered. This would help add some balance as the effect could be scaled up the higher the fall was as the damage is calculated on this weapon and could make for a slightly fun effect that would make that one achievement require dropping from world height at the start to get a long enough version if this effect to work with.
The issue could also be solved in a less fun way by adding a cap on how powerful the hammer can get but that wouldn’t involve adding an effect the comes with a funny spring sound.
