If you or a mob are on fire and get hit by a wind charge (both player/dispenser thrown or by a breeze) it sets a 2x2 to 3x3 area around you on fire depending on if you're on several blocks or in the middle of a block. However, the fire caused by it will only last one second to balance it. This can be disabled by setting the difficulty to peaceful or turning off the gamerules firetick, or for breezes only, mobgriefing.
