    The underlying idea of having an official way of resetting chunks between major versions is desirable and I vote +1 accordingly. OPs proposed method is however impractical as it results in too great an inconsistency in regards to what chunks get reset (while exploring you may remove a shrub here, blow up a creeper there, and mine ore or chop trees willy-nilly, resulting in a swiss cheese of interacted with chunks), all while adding extra game checks while playing that will unnecessarily slow the game down for little gain to most. The lost FPS may not be much, but the checks might apply to quite a number of player actions and will potentially add up quite a bit on a server with many players.

    If an official chunk reset tool is to be added then it should not be any less flexible than current community alternatives and preferably separate from the regular gameplay. This could be a standalone gamemode that lets you load a save as a chunk map (I'd imagine it to be similar to how you view the in-game maps) where the displayed world map shows the saved chunks (e.g. those explored) which can be selected and reset if desired. Being able to get a full view of the world you've explored through this gamemode would also be useful otherwise and not just for resetting chunks.
