Adding more enchantments is difficult, especially the balancing issue. However, if you make side upgrades that job can be done alot easier.
Using the smithing table, you can add things maybe like amethyst or redstone, and copper can add modifiers that you can't usually get with enchantments. Like auto smelting onto a pickaxe, or extended hit distance with a axe or sword. And multi cropping, where you can pick up all the crops in 4 by 4 radius, or more.
And when these modifiers are applied, you also lose the ability to enchant the tool so it doesn't become overwhelmingly powerful, while also giving a specific, special use. And since this is seperate from enchanting and can't be mixed it allows for more diverse and personalized gameplay. As it allows you to play the way you want to. Do you want to mine for stone with a auto smelting pick? Or do you want to dig in bulk with an enchanted pickaxe and use a super smelter? I think this feature could allow for alot more diverse gameplay and would be a positive change.
