Mojang removed this feature because it slowed down the game, every mob was constantly checking if a creeper was nearby.
I think they should re-implement this feature and I have an idea on how to fix the lag problem. Instead of the mobs checking every second globally, code this so when a creeper is about to explode it gathers a list of nearby mobs and signals them to run away.
You could even take this a stretch further and only make smarter mobs like skeletons run away from creeper explosions. This would help performance too.
