Rocket/Elytra Flying Nerf

Flying with rockets should always make you take a small amount of damage, encouraging players to utilize other game mechanics such as wearing blast protection armor, or carry golden apples to balance this damage, if they are going to be flying with rockets over long distances. This would make the elytra/rockets combo similar in application to ender pearls (which pair well with the feather falling enchantment,) and also give a valid reason for players to potentially build with other infrastructure options in the game, to use other means of launching into the sky, or take full advantage of the elytra gliding mechanic, instead of just spamming hundreds of rockets with no downside.
