Right-Click Rotation Function for the Pickaxe

The Pickaxe "Interact" function could be used to rotate blocks. People have been asking for a "Wrench" item to rotate blocks. But why make a new item, when we can just use an already exsisting one? The pickaxe currently has no Interact function, and unlike other suggestions for a Right-Click function for the pickaxe, this wouldn't affect mining, and this could come in useful for building and redstone contraptions often, and would be useful in Survival, as well as Creative mode.
