Make Minecart with TNT kill count as a player kill if its placed by player

Make Minecart with TNT kills count as player kill if it's placed by a player. (make mobs drop exp or gets looting enchantment effect when they are killed by it.) Since the TNT (block) kill count as player kills, I think the tnt minecart also do this, so it can be more useful.
