This is an idea for a new item:
If the player makes a beacon with three Blocks of Emerald rather than three Blocks of Obsidian, then they craft the humble "Village Beacon". The village beacon attracts an "Immigrant", which are essentially just standard villagers looking for new homes. Without a place to sleep, the "Immigrant" will leave - or more appropriately, despawn - eventually. Of course, if you craft a place for it to stay, it will claim the shelter as it's own and the player can, from there, begin building up the village.
As well as attracting villagers, villagers should be given the ability to breed on their own, without the involvement of the player and an inventory full of food, but perhaps as a way to simply maintain the population level on their own.
Additionally, the material used to build the "Village Beacon" will increase the range of these effect (affects? idk), as well as the number of villagers it's able to attract. I'll give you an example.
Let me define some variables first though:
L = Level "x" Area
V = Village Size (In all directions)
Now, that stats:
Iron = 10 x L = V
Gold = 20 x L = V
Diamond = 30 x L = V
Emerald = 40 x L = V
Netherite = 50 x L = V
The addition of the "Village Beacon" could help late game Survival players populate villages, towns, and cities. On top of that, it adds a way to progressively increase the size of a settlement overtime.
EDIT: Villagers can already breed on their own, so... ignore that part, lol
