My post got removed probably because someone thought it was a repost/bug report, which it is neither, I have checked and found no such suggestion, so let me be more specific:
When inside a house, it always sounds as though there is an open wall, and there isn't any muffled rain sounds, unless you are in a perfect position. I find this annoying when I want to create a cozy atmosphere for a map.
I am suggesting that the way the sound played from rain to be redone. I have some ideas, though keep in mind I am not a developer, nor do I know how rain emits sound in Minecraft.
1. Only play rain sounds from an area in a 1 block radius around the player. If the player is under a block, and the block above that is getting rained on is within audible range, then it will sound like you are indoors. This however makes open doorways or standing under trees a problem.
2. Use the skulk-wool technology magic to detect if a player is being blocked by a block (not just wool, all blocks including glass, glass panes and leaves), and if they are, then any rain sound playing from behind the block should be muffled.
Whether or not this feedback is helpful, I seriously wish that the rain sound would be consistent, otherwise it just sort of gets annoying.
