This block (Possibly called the reflector) would have two sides, a front and a back. The front is like a comparator, it looks at the Redstone value of the block in front. The backside is a trigger and can has two states. When the back is unpowered, the front is only reading redstone values. When the back is powered, the front outputs whatever value it read last.
This would go well for many things as it works as a comparator, but allows you to still direct a signal in that direction. One large purpose would be for the new copper bulbs. By putting the front up to a copper bulb and giving the back a short signal, it will always force the bulb to be off (since if it is on, it will send a signal turning it off, and if it is already off, it won't do anything), which is hard to do in the current system in large contraptions.
This block should also be able to be moved by pistons, allowing another way to transport redstone signals.
By introducing this block, it would be easy to create large Redstone displays using copper bulbs that are easily customizable, moveable, and most importantly, erasable.
