There should be a temperature feature that melts snow and affects saturation. The colder it is the more likely it is to snow. When it is warmer than 35 degrees it should not be able to snow. The more drastic the temperature levels the more quickly saturation and hunger bars drop. It is warmer during the day and colder at night. Biomes and altitude should also affect temperature, for example, the higher you go the colder it gets. In deserts the temperature should be warmer and in snowy areas it should be lower.
