New command called "/floor"

I am hoping you guys create a new command called /floor which when you insert it into chat it will require you to insert the name of a block after typing /floor and it will immediately change the floor to which ever block you choose, but it needs to be just for flat worlds.

(example: /floor gray_concrete

then after the floor will be gray concrete)
