Minecraft enchanting is a broken system. From enslaving villagers to give you mending, to the anvil not allowing you to enchant your tools when you repair them too many times, its broken. That is why I am suggesting changing the enchantment table to not roll a dice and give you random enchants, but for it to be recipe based, almost like crafting. For example, an enchantment like mending could have multiple levels (although the current mending 1 could be mending 3 or 4) and the recipe for mending 2 could be something like 47 lapis, 17 copper, 23 iron ingots, and 9 diamonds. Likewise an enchantment like unbreaking could go up to level 5 instead and have a level like unbreaking 1 be 20 copper, 4 gold, and 2 iron ingots. Furthermore, higher level enchantments like mending or (protection could go up higher levels as well) protection 5 could have netherite scraps or ingots. Also, making the experience needed to combine enchantments with tools or other books could get higher, but not increase when you do combine things. Lastly villagers could just sell lower level enchantments at random instead of making players go to different biomes but also only be able to sell a set type of book instead of rerolling constantly, and better enchantments could have a small chance of being there. Maybe the world difficulty could play a part. Of course, balance testing would be needed to make these fun and fair and the examples I included are more rough drafts than exactly how I think they should be.
