New red stone block: Weather detector

Similar functionality to a daylight detector, but here we could set up a block to power redstone during specific weather conditions.

    We kind of already have this by using cauldrons with comparators to detect rain, and copper rods with comparators to detect lightning, it even works with snow because of the powdered snow. Despite this it could be a cool feature because it will be more consistent instead of waiting for a cauldron to fill then emptying it or waiting for lightning to strike.
