After doing some brief testing, the wolf armor is still good for what it is. For example, I tested wolves armored and unarmored against skeletons. An unarmored wolf died in 8 hits, while an armored one died in 14.
The issue however starts when testing it with creepers, arguably the biggest draw of armored wolves. I tested the distance of a wolf from a creeper by blocks and lit them with a flint and steel. Both armored and Unarmored wolves died with a one block distance between the creeper and wolf, Where as both wolves survived with two blocks distance. Unarmored had 3 health left, armored had 5.
The issue: Wolf armor is meant to allow players to prepare their wolves for a journey better. Or protect them from an unexpected creeper blast, maybe even bring them to the nether. but in its current state the wolf armor does not provide enough protection.
Potential Fix: The Wolf armor in its base state is still good. It protects from basic hits, like armor should. But I think it would be smart to allow wolf armor to accept Projectile Protection, Fire protection, or Blast Protection through the use of an anvil. While Preventing normal Protection from being applied.
This comes off as a reasonable tradeoff and allows the three other protection enchantments to stand out more, and maybe inspire players to hold onto those enchantment books they find in strongholds.
This fix could also allow players to prepare their wolves ahead of time if they know the type of enemy they are against.
