The Stone Cutter is one of a builders favorite block, and for good reason. It makes the process of getting more interesting variants of blocks so much easier and speeds up building a lot. But, while it is very nice, it's also somewhat simple. The only thing you can do with it is get slabs, stairs, walls, and variants of a block. There's no cool and unique blocks that are outside the normal palette of building block types.
That is why I believe adding an advanced version of the Stone Cutter would allow for players to get some more unique blocks while not making the base Stone Cutter redundant.
What it would add: I imagine the ASC as a tool to give more uniquely shaped blocks. For example, castles, which are one of the most common builds in Minecraft, have a few features that just can't be well recreated. One such feature are the arrow slit crosses that were found on walls and towers. With the ASC you could make single blocks with the shape cut out of them to allow arrows to fly through. Going from another angle, we don't currently have any proper pillar blocks in the game, but I believe with the ASC we would be able to mass produce pillars of varying styles, elevating the realistic style of builds to another level.
Obviously those two blocks are only ideas and there's plenty of other unique blocks that could be added to the ASC as well. But, hopefully with that brief description you can tell what I'm going for here.
I hope you like my idea, and if you do, give it a vote!
