Haybale should be in Functional Blocks

As you probably know the haybale can be used to reduce fall damage and increase a campfire's smoke height when placed below it. It generates in some villages but is otherwise only crafted by the player. It is for this reason I wonder why it is in natural blocks and not in functional blocks with others like it. This would make more sense, and might bring more attention to it's features, as I do think they are less known.
