More Java and Bedrock compatibly

I think there are pretty small things that should also be in bedrock that are in Java, like glowing and dolphins grace, those were introduced long time ago but bedrock never got them, better off hand, enchantments higher than normal values, and fireworks that have higher rocket power than only 1. The next major update should include the compatibilities between the two versions

    dolphins grace literally exists on bedrock it just doesn't show up as effect
