Territories

What if Pillagers had centralized capitals, and different states run by pillagers could start building empires? This would give the outposts some kind of meaning, maybe you could even see the pillagers start building infrastructure at these outposts, and sending parties out to create new ones. And there could be roads between these and the capital. This probably sounds very farfetched but I think it would really add to the life in this game.

    Yeah... and maybe pillagers could get resources somehow to make the outposts. They didn't take the villager's vow to stop building, at least from the lore point of view (matpat's lore)
