A big problem the game has right now isn't how powerful some items/mechanics are, but how quickly/easily you can get them.
We basically need elytra late game, so nerfing it isn't addressing the real problem of it being too easy to get in the first place.
Like when netherite got the smithing template.
Taking away/nerfing villager trading halls prevents late game from being the best it can be.
The solution is to bring back the old way of villager trading, where they had random trades assigned at birth.
That way, you can still get an optimal trading hall, but it would take much more time and resources.
And making their traids biome dependent raises 3 new issues, anyway.
1. Everyone on a server cultivating villagers in well known locations making certain enchants worthless if you knew where to get them.
2. Someone(s) on a server selling enchantments at Ludacris prices because they're the only one who knows where a specific biome is.
And 3. With the steep prices of enchanting and the "too expensive" cap, it's no wonder we rely so heavily on trading halls with high level books.
