Since the aether as it is is too similar to the end, maybe changing the concept could make worth putting in vanilla. Here’s my interpretation:
Accessing the aether would require an “aether pedestal”, a pressure plate found in dungeons so it could be accessed early game. This would allow the player to ascend to the dimension. Next, the generation has a lot more variety to it, like very tall islands, multiple islands on the same y-coordinates, and Swiss cheese islands, with lots of gaps in it.
Since this dimension can be accessed early on, it should not be as dangerous as the nether or end, sometimes. Falling off the edge would drop you back into the overworld. This dimension would have a longer day/ night cycle, with the night becoming significantly more hostile.
The mobs here are more insect-like, which would encourage players to use Bane of Arthropods. My suggestions are a giant termite that can chew through wood and a mantis that becomes more of a threat when left alone. Another mob, the gusterfly, could carry you to different islands. Water converts into cloud blocks, which allows you to float, but won’t always break your fall. Fishing in cloud blocks could allow you to collect good loot. The ore here could be used to make gilded bricks, like with gold or platinum (with diamonds).
