Why do you want something to be done? - I think that adding armor for dogs will be a reason for the developers to overhaul the AI (Artificial Intelligence) for Dogs since it's not very good in my opinion.
How do you want something to be done? - My suggestion is simple (at least I think so). Firstly, make it so that after a dog kills a mob, it brings back one item dropped by the mob. This would significantly change players' gameplay style, as sometimes, due to a mob being too far away, players are too lazy to go get the loot that dropped from it. The second point, which is optional but, in my opinion, logical, is to add a whistle and change the dog teleportation mechanics. I envision this item as follows: you decide to leave your dog at home and have already run far away from it. However, you change to the whistle and blow it, and instead of the dog teleporting right in front of you, it runs out from behind an obstacle, like a tree if you're in a forest, a cactus or a hill if you're in a desert, or from behind you if you're in a cave. If the player is in certain conditions, the dog might teleport not right next to the player but within a range of 8-16 blocks from the player. This would make the game more interesting and require players to keep a closer eye on their pets. It may be less convenient, but it would make players more responsible for their pets.
