Enchanted books should not be combined with tools

Remove the ability to directly add a book to an item. Make it so that the librarian sells one book of one random enchantment (not biome dependent, unless they’re going to introduce swamp and jungle village structures because breeders are ugly) that you then add to the enchanting table to teach it the enchantment. Once it’s added you can get that enchantment when you use the table.
