***Everytime I mention sand in this post, I'm also gonna be referring to gravel, I can't add /gravel all the time cuz there's a character limit.
ok so my suggestion is that you should be able to craft suspicious sand blocks in survival minecraft and then add an item to that block that you will only be able to retrieve by brushing it.
crafting a suspicious sand block would require putting 8 regular sand blocks in the crafting table(like the crafting recipe for a chest but with sand instead of wood), this would give you a suspicious sand block with nothing in it(like the ones you can get from the creative inventory)
if you put that empty suspicious sand block in a crafting table with another item, you would get a suspicious sand with that item inside the suspicious sand.
I know you can get customized suspicious sand using commands but I also think you should have a way to get it in survival, you could use it to hide stuff from other players, or build a "mystery gift" shop in your server and sell suspicious sand to other players.
