If there are deep caverns and ravines under deep oceans, why not add a hostile mob that roam in those big underwater caves? An ocean leviathan would do the trick. Drowning can easily be solved by drinking Water Breathing Potion or creating a Conduit but what about dealing with a hostile mob that swims in underwater ravines and cave systems? As of this time, the only hostile mobs underwater are the Drowned Zombies. An ocean leviathan should have the same health as the Warden. You only need to avoid it. Trying to kill it will only make it hostile towards you. They can either be found in underwater ravines or cave systems where underwater strongholds can be found to give it more of a challenge of getting in an underwater stronghold. A deep ocean leviathan detects you much like a Warden does. By making sounds. Placing blocks will make it go in lurk mode and will search for a player. If it happens to locate a player, it will charge at a player (swimming fast) and can deal half of a player's full health (without armor) and 3 hearts damage when wearing fully enchanted armor (includes netherite armor). Deep ocean leviathans are like the guardians of underwater strongholds, much like Elder Guardians guarding an Ocean Monument.
