The base idea of this enchantment revamp is to add every enchantment into the enchantment table, including treasure enchants and curse enchants. This might seem unreasonable but if you do this there are various ways in which this could be done to make interesting interactions. The way I imagined some ways of working this system are:
1. Allow multiple runs of enchanting a singular item in the enchantment table, this could be done by rerolling all the positive enchantments they have on their tool or by adding less positive enchants per time and enchantment stacking.
2. Curse enchants could be handled separately to the other enchants being that each time you enchant an item it could increase the likelihood that item gets a curse, also adding more curse enchants could make for a unique challenge to enchanting as a mechanic.
3. Anvils need a better use in this system, maybe it should be focused on how you could deal with curse enchantments, like maybe a way to use the anvil to destroy certain types of cursed or non cursed enchants at the expense of levels and other cursed enchants that can't be destroyed with the anvil.
4. Treasure enchants could also be handled separately by adding a certain way to allow obtaining them in the enchantment table, maybe a certain type of block to put around the table or item that can be put in the table to increase the likelihood of getting them, it could even be a treasure you need to use potentially even from the archeology mechanic.
