well I had an idea.
Since we're trying to rebalance NPCs by biome proximity, why not do something similar with the enchantment table?
hear me out. most people find the RNG of the enchanting table a little lack luster because of the variety of enchantments you could get on top of the random levels. due to the amount of level requirements players feel it's a bit off a tosser in terms of value.
what if, enchantment table had a minor chance increase toward specific enchantment types based on their proximity to either in game blocks or biomes etc. it doesn't need to be a high % but just something so players can feel like they have power to influence the RNG to an extent when trying to enchant for certain tool enchants.
that idea aside, why not also give gold an additional use. maybe by using golden apples(10%) and enchanted apples (15%)or gold blocks (5%) players could have a way to increase the odds of a higher enchantment level on an enchantment table.
just something for thought. hopefully this will stimulate some balancing ideas that will help players feel a little better about the Villagers Update
