Regeneration potion is rather short in time and quit expensiv compared to other potions. Especially since the effect is quit weak compared to the regeneration with saturation and a beacon can give this effect permanently, I would suggest to give the regeneration potion the same times as all the other potions, with 3:00 for normal, 8:00 for extended and 1:30 for level 2. Otherwise these potions don't really have any use. In early game they are quite hard to come by and in mid to late game everyone uses a beacon or good food like golden carrots regenerating much faster. A longer time would make this potions much more viable.
A other way, would be to buff the amount of regeneration, but this would be hard to balance. But changing the way, the effect works would be nice to, to allow higher levels of regeneration. Currently higher levels reduce the time between regenerations, but this is quit limited, because you will reach 1 tick at level 6. It would be much more usefull, to have a constant time, but a changing amount of healing. Currently(according to the minecraft wiki), the healing on level 1 is 0.4 Hearts per second and nearly doubling every level. This could be achieved quit easily with 0.04 Hearts every 2 Ticks(similar to Redstone Ticks) and double with each level, although I would prefer a linear scaling. So at 0.04, 0.08, 0.12 etc.
